You will need:
white construction paper
lg. bag cotton balls :) obviously
glue
scissors
(to make Eyes) construction paper/craft foam - any color you choose
Draw a ghost on the white paper and cut it out. Glue cotton balls onto the ghost covering the entire piece of paper. Cut out circles for eyes and glue on top of the cotton balls.
